Outlook Town Council - Motions from May 8 Meeting

Specific items, decisions of note from previous meeting

The Outlook has obtained the adopted minutes from the May 8 meeting of Outlook’s town council.

The following are a number of detailed items from the minutes, as well as motions that were made and carried, including motions carried after council exited in-camera discussions.

Landfill Groundwater Monitoring:

304/19 – Applin/Grotheim:  That we accept the quote from Tetra Tech for the 2019 Groundwater Monitoring and Leachate Management at the Town of Outlook Landfill located at NW ¼ 11-29-08 W3rd in the amount of $36,178.65 taxes inclusive as attached hereto to form a part of these minutes.  Carried.

Village of Macrorie Waste Agreement Termination:

309/19 – Grotheim/McLeod:  That we accept the Village of Macrorie’s letter dated May 7, 2019 for the termination of the Waste Management Agreement effective June 2017, and further that we proceed with collecting the operating fee for the 2017 year as specified in section three (3) of the aforementioned agreement and that we reverse the operating fees levied for the 2018 and 2019 years.  Carried.

Lagoon Dredging Quotes:

315/19 – Grotheim/Smith:  That we proceed with procuring an additional quote for the proposed dredging of the Town Lagoon located at the southern portion of SW 27-29-08 W3 as per the On-Site in Cell Lagoon Sludge Assessment completed by Roy & Sons Dredging Services on May 2, 2019.  Carried.

New Holland Workmaster Tractor Purchase:

317/19 – Applin/Simonson:  That we purchase a new 2017 New Holland Workmaster 70 horsepower tractor serial number NH5390055 from Rocky Mountain Equipment at a quoted price of thirty-seven thousand five hundred dollars ($37,500.00) plus applicable taxes.  Carried.

Mann Street Cameraing and Flushing:

324/19 – Simonson/Applin:  That we engage McGill’s Industrial Services Inc. to conduct the required cameraing and flushing of the Mann Street subdivision sewer.  Carried.

Rescind Resolution 669/18:

325/19 – Grotheim/Simonson:  That upon further investigation of the size and the limited frontage of Lots 27 & 28, Block 51, Plan 101898546 we rescind Res. 669/18 “That we instruct the Administration to proceed with a proposed plan of subdivision to Lots 27 Block 51 Plan 82S15666G (23 Chow Crescent) and Lot 15 Block 52 Plan 84S10790 (16 Reid Crescent) to allow for a permanent walking trail for pedestrian traffic to access Reid Crescent from Chow Crescent.â€

Reid Crescent and Conquest Avenue Surveying:

326/19 – Grotheim/Applin:  That we proceed with contracting a survey of Lots 15, 16, & 17, Block 52, Plan 84S10790 and Lots 1, 2, 3, 4 & 5, Block 53, Plan 84S10790 to establish a grade for curb and gutter for lot development.  Carried.

Headhunter Service for CAO Position:

329/19 – McLeod/Applin:  That we engage Jacqueline Johns of The Headhunters to fill the position of Chief Administrative Officer at the cost of fifteen thousand dollars ($15,000.00) as per the quote outlined in the letter of agreement dated May 7, 2019 as attached hereto to form a part of these minutes.  Carried.
