The Outlook has obtained the minutes of the June 26 regular meeting of Outlook鈥檚 town council, as well as the minutes of the July 3 Recreation Committee meeting.

The following are highlighted motions that had been made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.

June 26 Regular Meeting

Outlook & District Regional Park Grant:

457/19 鈥 Grotheim/Childerhose:聽 That we proceed with issuing a grant in the amount of fourteen thousand dollars ($14,000.00) to the Outlook & District Regional Park.聽 Carried.

Administration Office Renovations:

458/19 鈥 McLeod/Simonson:聽 That we tender by invitation the proposed renovations to the Town Administration Office, including demolition and replacement of the front customer counter, walling off a portion of the coffee room and cutting in a new door, and cutting windows into existing doors to the Administrator鈥檚 office and the Assistant Administrator鈥檚 office.聽 Carried.

Mann Street Utilities Tender:

464/19 鈥 Applin/Grotheim:聽 That we tender the continuation of connecting the water and sewer lines to the remaining lots located on Reid Crescent and Conquest Avenue, known as the 鈥淢ann Street project鈥 and further that the tender deadline be established at 4:00 pm Monday July 22nd, 2019.聽 Carried.

Financial Transition Review:

474/19 鈥 Applin/Childerhose:聽 That we contract accountants Jensen Stromberg to complete a transition review of the Town鈥檚 books upon the departure of outgoing Chief Administrative Officer Tina Douglas at an approximate cost of fifteen hundred dollars ($1,500.00).聽 Carried.

July 3 Rec Committee Meeting

  1. 2019/2020 Season Rec Plex Kitchen

The committee discussed options on how to successfully operate the RecPlex kitchen for the 2019/2020 season.聽 After reviewing various options at past meetings the committee recommends that the Town run the kitchen for the upcoming season.聽 The thinking behind this idea is that there is money to be made from operating the kitchen, and with more control over operations we could ensure expenses are appropriately managed, and that we are providing an above average level of service to the public.

The kitchen would be open for all games and tournaments and would stay open for approximately 45 minutes after the games ended.聽 The Committee discussed the kitchen having established regular hours to ensure that food and drink are available while the Rec Plex is in use, and to help deter people from bringing in outside food and drink.聽 On week nights without scheduled games the kitchen could be open from 4:00 pm to 7:00 pm.聽 The Committee would like Council鈥檚 input on the establishment of regular hours.

The Recreation Committee would set a proposed menu for Council to consider and approve, Jordy would oversee the operations, and all kitchen personnel would be Town employees.聽 We would require a Kitchen Manager, Kitchen Supervisor, and approximately 3-4 part time staff.聽 The Manager and Supervisor would both be required to have their food handling certification and would alternate shifts to ensure that staff are supervised appropriately.

Jordy indicated that there might be an opportunity to utilize high school student volunteers throughout the season as well.

Jordy recommended that each team/group be offered either a Christmas or End of Season party that could be catered by the kitchen.聽 The groups would provide a date and details and the Town would either supply the food at no cost, or waive the rental fee.聽 This would be an opportunity for them to have a team gathering and also promote the kitchen and hopefully aid in the continuation of partnership.聽 This could be part of the season鈥檚 programming.

Recommendation:聽 That we advertise for the seasonal positions of Kitchen Manager and Kitchen Supervisor to start approximately October 1st, 2019.
