Outlook Town Council Motions from Previous Minutes

The Outlook has obtained the adopted minutes of the November 27 regular meeting of Outlook’s town council, as well as those from the December 2 special meeting.

The following are highlighted motions that had been made at both meetings, including any motions made after council exited in-camera discussions, which are closed to the public.

November 27 Regular Meeting

War Memorial Arch

869/19 – Applin/Simonson:  That we designate the Veterans’ Memorial Arch as a historical monument.  Carried.

Table Bylaw 13(2019)

900/19 – Grotheim/Applin:  That we table the discussion on Bylaw 13(2019) A Bylaw to Regulate the Commercial Use of Single Use Plastic Bags to the February 26, 2020 regular meeting of council.  Carried.

WaterWolf 2020/2021 Membership

914/19 – Applin/Childerhose:  That we renew our WaterWolf membership for the 2020/2021 operating year at a cost of three thousand one hundred and fifty dollars ($3,150.00).  Carried.

Outlook Fire Department Equipment

920/19 – Applin/Grotheim:  That we approve the purchase request from the Outlook Fire Department for the following items:

6 – Wildland Water Packs - $1,320.00
1 – 1500 Gallon Collapsible Water Tank - $2,100.00
1 – Accountability Tags (21 pack) - $140.00
2 – Safety Cones (5 pack) - $539.98

Fire Hall Project

926/19 – Simonson/Childerhose:  That we build a standalone fire hall to be located adjacent to the Town shop.  Carried.

Urban Systems Work Plan Memorandum

927/19 – Smith/McLeod:  That we accept the memorandum from Urban Systems regarding Cannabis Retail Regulations and Standards, and further authorize them to proceed with preparing the required changes to the amendment to the zoning bylaw, a copy attached hereto to form a part of these minutes.  Carried.

December 2 Special Meeting

Darrell Rinas of Associated Engineering appeared before Council at 9:00 am to discuss the lagoon, Mann Street drainage, and the Railway Avenue subdivision.

Lagoon Feasibility Study

933/19 – Grotheim/Applin:  That we request a scope of work from Associated Engineering to complete a lagoon feasibility study.  Carried.

Mann Street Drainage

934/19 – Grotheim/Smith:  That we request a proposal for the design of a master plan for Mann Street drainage broken into phases from Associated Engineering, and further that the first phase consist of ten (10) lots located on lands currently known as Lot L, Block 65, Plan 85S11050.  Carried.

Secondary Water Reservoir

935/19 – Applin/Grotheim:  That we have Associated Engineering provide us with a cost estimate on a new water reservoir of at least 500,000 gallons.  Carried.

Railway Avenue Subdivision

936/19 – Grotheim/Childerhose:  That we put a plan in place for the servicing of the Railway Avenue subdivision, and further that Associated Engineering recommend phasing including surface drainage.  Carried.
