The Outlook has obtained the adopted minutes of the April 8 regular meeting of Outlook鈥檚 town council, as well as the April 16 Recreation Committee meeting.

The Outlook has obtained the adopted minutes of the April 8 regular meeting of Outlook鈥檚 town council, as well as the April 16 Recreation Committee meeting.

The following are highlighted motions and informational points that were made at those meetings, including any motions made after council exited in-camera discussions, which are closed to the public.

April 8 Regular Meeting

Infrastructure Recommendations:

315/20 鈥 Grotheim/Simonson:聽 That hydrant replacements be done in-house in 2020.聽 Carried.

316/20 鈥 Childerhose/Simonson:聽 That Council authorize the advertising of the mowing of the cemetery on a contract basis for 2020.聽 Carried.

317/20 鈥 Grotheim/McLeod: That Virtue Construction be contracted to do custom street sweeping of the town, once in the spring and once in the fall of 2020, at their quoted price of $8,572.50 each time.聽 Carried.

318/20 鈥 Childerhose/Simonson:聽 That street sweeping be advertised one week in advance of the event, and that signs be put up before the crews get to town, so that vehicles can be moved from the streets.聽 Carried.

Bylaw No. 09(2020):

324/20 鈥 Grotheim/Simonson:聽 That Bylaw No. 09(2020), a Bylaw to Amend Bylaw No. 01(2018) which is a Bylaw to Establish Uniform Tax Mill Rate, Base Tax and Mill Rate Factors for the Property Classifications in the Town of Outlook, be introduced and read a first time.聽 Carried.

325/20 鈥 Grotheim/Childerhose:聽 That Bylaw No. 09(2020), a Bylaw to Amend Bylaw No. 01(2018) which is a Bylaw to Establish Uniform Tax Mill Rate, Base Tax and Mill Rate Factors for the Property Classifications in the Town of Outlook, be read a second time.聽 Carried.

EMO Coordinator:

330/20 鈥 McLeod/Grotheim:聽 That Jim Cheyne be appointed the Emergency Measures Coordinator for the Town of Outlook, effective immediately.聽 Carried.

Concrete Swale Construction Bid:

334/20 鈥 Grotheim/Childerhose:聽 That Hanks Concrete Service be awarded the tender for the construction of a concrete drainage swale adjacent to 301 McKenzie Street North, at their quoted price of $8,885.00 plus applicable taxes.聽 Carried.

Hand Washing Station:

336/20 鈥 Applin/Simonson:聽 That Council authorize the purchase of a handwashing station for use at the landfill, at a maximum cost of $1,000.00.聽 Carried.

Civic Center:

339/20 鈥 Grotheim/McLeod:聽 That Flynn Canada Ltd. be awarded the tender for Garnite Repairs to the Civic Center roof, at their quoted price of $44,268.00 plus applicable taxes.聽 Carried.

Swimming Pool Boiler:

340/20 鈥 Grotheim/McLeod:聽 That Council authorize Rafoss Plumbing & Heating to proceed with the boiler work at the swimming pool, to a maximum of $20,000 including electrical work.聽 Carried.

Use of Curling Rink:

342/20 鈥 Childerhose/Simonson:聽 That the Health Authority be granted use of the curling rink free of charge for their Covid 19 assessment and testing work.聽 Carried.

Budget:

343/20 鈥 Applin/Smith:聽 That the 2020 Budget be approved as presented and forming a part of these minutes.聽 Carried.

Policies:

344/20 鈥 Grotheim/McLeod:聽 That Policy EMP-016 鈥 Social Media Practices - be approved as presented.聽 Carried.

April 16 Recreation Committee Meeting

Present:

Mayor: Ross Derdall

Councillors: Kyle McLeod, Kevin Grotheim, Donna Smith

Staff: Huguette Lutz, Chief Administrative Officer

Trevor Ouellette, Recreation Director

Committee Chair McLeod called the meeting to order at 12:10 p.m.

Recommendation: That Council accept the offer from Western Recreation of a pay-out of $11,800 for the swimming pool boiler.

Recommendation: That the Recreation Director be authorized to have the rec plex and swimming pool facilities re-keyed, and that a sign-out sheet be utilized for all keys, with a $50.00 fee for anyone who fails to return the key(s) issued to them.

Recommendation: That the Recreation Director schedule weekly grass mowing by Public Works staff.

Recommendation: That Council authorize the lease of a 60鈥 Kubota Tractor/25 HP/Zero Turn/Rear Discharge Mower at payments of $1,933 semi-annually, for a period of 48 months.

Recommendation: That the Recreation Department keep the Mahindra with attachments, and that it get an overall tune-up and cleaning.

Recommendation: That Unit #21 (JD D140) be advertised for sale, if the Public Works department has no need of it.

Recommendation: That Council authorize the purchase of 1,500 sq ft of netting for the recplex arena from OmniSport, at their quoted price of $1,065 plus applicable taxes.

Other items:

鈥 Recreation Director to get plumber to provide a diagnosis of the problem with the showers at the rec-plex.

鈥 Recreation Director to put together an RFP for the archery room.

鈥 Recreation Committee to meet at the rec-plex kitchen to decide what is needed.

鈥 Plant roof and curling room roof repairs to be done asap.

鈥 Recreation Committee to look at location for outdoor rink.

鈥 Nets for new outdoor rink to be moved from existing outdoor rink and from LB welding.

鈥 Recreation Director to get another quote for flowers.

鈥 Recreation Director to contact Minor Sports to request a donation for a Rascal Infield tool (approximate cost is $4,200 US).

鈥 Recreation Director to obtain quotes for two sheds for the swimming pool 鈥 one for chemical storage, and one for pool life jackets and pool programming items.
