ESTEVAN - Estevan city council awarded the tender for the rehabilitation of a couple of stretches of roads in south-central Estevan.
Roadway rehabilitation will occur on First Street from Eighth Avenue to Ninth Avenue, and Eighth Avenue from First Street to Valley Street. GenCo Asphalt will complete the work for $713,100.
The project will include backfill and preparation of sub-grade for the roadway; supply and installation of sub-base, base and asphalt primer; tack coat and asphalt; and supply and construction of the monolithic curb, gutter and sidewalk.
Coun. Lindsay Clark was pleased to see the project happen, and he noted that one of the roads has not been paved. He pointed out the city has done a number of residential roads in the past few years, and he expects residents in the affected area will be happy.

Council gave support to the RM of Estevan's application to resurface the RM's portion of Sister Roddy Road north to the Estevan truck bypass.
The RM is submitting an expression of interest for funding through the Canada Coal Transition Initiative, which is administered by the Prairies Economic Development Canada. Coun. Travis Frank noted that with the new Estevan Regional Nursing Home potentially being west of Sister Roddy Road, it would be beneficial to have the road resurfaced.

Council awarded the unleaded and diesel fuel tender for 2024-2027 to the Southern Plains Co-op for a total of $907,484.34. The city has been using the co-op since 2021 without any issues. The expense is part of the vehicle maintenance and repair budget each year.

Council approved a subdivision application to facilitate a water line upgrade on the east side of the Willow Park Greens residential park. Land development services manager Richard Neufeld said the park owner wants to construct a utility building on top of the water line at the point where it enters the park. To allow for the building to proceed, a parcel of city land measuring six metres by 12 metres has to be added to the park's property.
Council also approved subdividing a new lot for future development on the parcel located at 100 Fourth Avenue South, which is where the Casa Colina Apartments are located. The landowners have applied to create a second parcel to the west of the building that could potentially accommodate a second apartment block or another residential use.
The land is currently zoned as medium-density residential, which allows for a variety of residential uses, along with passive uses such as a park.
Council members did voice concerns with how the project could impact traffic in the area.

Council approved a request from the Wylie-Mitchell Air Cadet Squadron to light up the water tower in blue on April 1 in honour of the 100th anniversary of the Royal Canadian Air Force. The cadets are encouraging blue lights to shine during the month.

During the inquiries portion of the meeting, Coun. Shelly Veroba noted she has received a lot of calls about potholes in the past couple of weeks. She encourages people to call in if they see a large pothole, and she reminds people that the temperatures will warm up and the city will be able to complete pothole patching. She also pointed out Estevan is in better shape than other communities.
Coun. Kirsten Walliser asked about adding an accessibility lift for the swimming pool at the Estevan Leisure Centre. She noted people in the community think the project has stalled, and she wants an update for the project.
