Water and services among focuses for Estevan downtown rehab

ESTEVAN — City of Estevan recently posted an update on the downtown revitalization project currently underway in 1100 and 1200 block of Fourth Street.

The latest information is dated July 23.

General: ASL Paving has been engaged for the work, with Turnbull Excavating acting as their underground utilities subcontractor. Work started at the intersection of Fourth Street and 11th Avenue and is progressing to the west. Underground sewer, storm and water mains, and the services to buildings are the main scope currently. The work has progressed to the Fourth Street and 13th Avenue intersection.

Access / Traffic Accommodation: Sidewalks remain open on both blocks of construction with the exception of where service connections are needed to interrupt the access temporarily. Fencing is installed and detours are in place. Back alleys are currently operating as two-way and functioning, but may be transitioned to one-way later in the project if needed. Front and back access to the Wicklow Centre remain open.

Surfacing: Roadway asphalt has been removed where work has commenced on the 1100 Block of Fourth Street, the asphalt on the 1200 block will be progressively removed as the work progresses to the west. Aggregates have been salvaged where possible.

Sanitary Sewer: Mains and services have been replaced with new lines from the intersection of Fourth and 11th, up to the intersection of Fourth and 12th.

Storm Sewers: Mains have been replaced with new lines from the intersection of Fourth and 11th, up to approximately in line with the front doors of the Tower Restaurant.

Water: Temporary water services to buildings have been installed, chlorinated, tested and confirmed working on the entire project (1100 and 1200 Block of Fourth Street). New isolation valves are installed and are functioning. Mains and services have been replaced with new lines from the intersection of Fourth and 11th, up to the intersection of Fourth and 12th where they are currently working. The hydrant located near the Royal Bank of Canada will be shifted to spatially accommodate the project.

Electrical: Removals of existing light poles on the 1100 and 1200 Block of Fourth have been completed. Strategic lights left operating at the Orpheum Theatre to allow for lighting of evening shows.

Landscaping and Furnishings: No work currently underway.

Environmental Biology: No issues or updates from previous.

Environmental contaminated sites: Contamination was discovered as part of another project in the vicinity of this project at the intersection of 11th and Fourth, and the contamination has been excavated and hauled to an approved disposal facility under the other project.
